Description: Taken the winter of 1936, this photograph shows Blair Covered Bridge in Perry Township, Ohio, in Stark County. Soil stratification is visible along the banks of the Grand River. The bridge was constructed in the 1860s, but was replaced by a cement bridge in 1951. This photograph is one of the many visual materials collected for use in the Ohio Guide. In 1935, President Franklin D. Roosevelt established the Works Progress Administration by executive order to create jobs for the large numbers of unemployed laborers, as well as artists, musicians, actors, and writers. The Federal Arts Program, a sector of the Works Progress Administration, included the Federal Writers’ Project, one of the primary goals of which was to complete the America Guide series, a series of guidebooks for each state which included state history, art, architecture, music, literature, and points of interest to the major cities and tours throughout the state. Work on the Ohio Guide began in 1935 with the publication of several pamphlets and brochures. The Reorganization Act of 1939 consolidated the Works Progress Administration and other agencies into the Federal Works Administration, and the Federal Writers’ Project became the Federal Writers’ Project in Ohio. The final product was published in 1940 and went through several editions. Description: This is most likely Perry's Lookout, located on the southern tip of Gibraltar Island (which is a small island just offshore, to the north, of South Bass Island in Put-in-Bay, Ohio). Gibraltar Island became a lookout point for Commodore Oliver Hazard Perry in the fight against the British during the War of 1812. Perry and his men defeated a fleet of British sailing vessels during the famous Battle of Lake Erie on September 10, 1813. Jay Cooke (1821-1905), the region’s most notable citizen, bought the island from Pierpont Edwards in 1864 and immediately began construction of a 15 room Victorian-Gothic mansion (now known as Cooke Castle). The eastern tip of Gibraltar Island is Lookout Point. A small cannon was placed here in 1866, reputed to have been used by the hero, by Cooke as a monument to Perry's victory, and which saluted the Cooke family upon their annual arrival to Gibraltar. Description: The Perry Memorial, located in Put-in-Bay (on South Bass Island), about 5 miles from the longest undefended border in the world. It was first dedicated September 10, 1913, at the centennial celebration of Perry’s victory at the Battle of Lake Erie, and symbolizes the peace that prevailed thereafter between the United States, Canada and Great Britain. The towering Milford granite shaft rises from a terraced plaza to a height of 352 feet and is the world's most massive Doric column. Beneath the stone floor of the monument lie the remains of three American officers and three British officers. The open air promenade at the top can accommodate 50 people. From it can be seen the green mass of Middle and North Bass Islands, the other islands of the archipelago, the Marblehead Peninsula, Cedar Point, the buildings of Sandusky, and Lake Erie. On clear days the shore lines of Michigan and Canada are visible. The memorial, which cost nearly $500,000, was erected under the joint sponsorship of the Federal Government and the States of Massachusetts, Rhode Island, Pennsylvania, New York, Kentucky, Ohio, Michigan and Illinois. Although substantially completed in 1915, funding problems prevented the proper completion of a fully realized memorial complex. In 1919 the federal government assumed control of the monument and provided additional funding. The official dedication was celebrated on July 31, 1931. On September 11, 1938, the monument and the 14-acre park surrounding it were dedicated as a National Park by Secretary of the Interior Harold Ickes. In 2002, 2.4 million dollars was spent on a new visitor center. Established as Perry's Victory and International Peace Memorial National Monument by Franklin D. Roosevelt on June 2, 1936 (Proclamation No. 2182); redesignated a National Memorial and renamed on October 26, 1972. As with all historic areas administered by the National Park Service, the memorial was listed on the National Register of Historic Places on October 15, 1966. The Memorial had been closed for most of the summer of 2006 after a 500 pound (230 kg) piece of granite broke off the southeast face of the observation deck, falling 315 feet (96 m) and leaving a crater in the plaza in June. The monument closed on September 30, 2009 for 2 years. Renovations will be done in 3 phases, with the observation deck first, then the column, then the entrance and rotunda receiving attention. The repairs to the observation deck are estimated at $7,000,000. Oliver Hazard Perry (1785-1819) was in command of a flotilla at Newport, Rhode Island, when the War of 1812 broke out. In March of the following year he was given command on Lake Erie. By summer he sailed with a squadron built for him at Erie, Pennsylvania, put in at the harbor of South Bass Island (whence the name, Put-In-Bay), and awaited the coming of the British vessels for an anticipated encounter. Sighting them on the morning of September 10, Perry sailed northwest towards the Sister Islands. The Americans had 54 guns and two swivels; the British had 63 guns, 4 howitzers and two swivels. About noon Perry’s flagship, the Lawrence, was fired upon, and bore the brunt of the attack because the other ships were becalmed at a distance. Her guns pounded into silence, the Lawrence was abandoned, and Perry and his men rowed to the Niagara. In the meantime his other ships had come up, and the Americans swooped down upon the English warships. Maneuvering the Niagara between four of the enemy’s boats, the Americans poured broadsides at close range into time; and at 3 o’clock in the afternoon the British flagship Detroit lowered her flag, signaling surrender. Perry’s laconic message to General William Henry Harrison was: ‘Dear General – We have met the enemy, and they are ours. Two ships, two brigs, one schooner, and one sloop. Description: Henry C. Shetrone, archaeologist for the Ohio Archaeological and Historical Society (now the Ohio History Connection) uncovering effigy pipes during the excavation of Seip Mound in Ross County, Ohio, ca. 1925-1928. Seip Mound, sometimes referred to as the Seip-Pricer Mound, is located in Paxton Township, Ross County, Ohio. It was constructed between 100 BC and AD 400 by people of the Hopewell Culture and situated at the center of Seip Earthworks, an extensive earthwork complex occupying more than 150 acres along Paint Creek in southwest Ross County. There was also a large three-part burial mound associated with the earthworks later referred to as the Seip Conjoined Mound to avoid confusion. When first surveyed, Seip Mound measured 240’ x 130’ x 30’ and counted as one of the four or five largest Hopewell burial mounds ever built. Between 1925 and 1928 Henry Shetrone of the Ohio History Connection conducted excavations at Seip Mound, recovering over 100 burials and numerous funerary and other objects made of exotic materials. Shetrone also recovered series of “Great Pipes” that were uncharacteristic of Hopewell themes and designs and likely of southern origin. This strongly suggests at least cultural ties to contemporary groups below the Ohio River. During the 1970s investigations within the earthworks uncovered possible workshop and domestic locations indicating that overall the site was much more complex than first imagined. Originally a property of the Ohio History Connection, both Seip Mound and the associated earthworks are presently overseen by the National Park Service as part of the Hopewell Culture National Historic Park. It is also one of seven Ohio Hopewell Ceremonial Earthwork sites presently under consideration for nomination as a UNESCO World Heritage Site by the United States Department of the Interior. Description: Gibraltar Island, known as "Gem of Lake Erie", is a 6.5 acre Ohio island located on Lake Erie. It is part of Put-in-Bay Township, Ottawa County, Ohio, but was owned by the state of Connecticut until 1807. The island was and observation site for Commodore Oliver Hazard Perry's naval forces during the Battle of Lake Erie in September 1813. In 1864 Jay Cooke, a Sandusky, Ohio native, bought the island and built a Victorian-Gothic mansion (now known as Cooke Castle). Julius Stone, a Trustee of The Ohio State University, purchased the island from Cooke's family and presented it to the Ohio State University in 1925. Description: Photograph taken of artifacts recovered during excavation of a burial in Mound 1 of the Rockhold Mound Group. The Rockhold Mound Group is located in Paxton Township, Ross County, Ohio, a little more than a mile west of Bainbridge. The group originally consisted of 4 widely-spaced mounds arranged in a somewhat arcing cluster. The mound group occupied both the upper and lower terraces along the south bank of Paint Creek just east of Massie’s Run. The mounds were described as rather low in profile, about two feet high. Although none of the diameters of any of the mounds were apparently ever recorded, it can be estimated that 80 feet or less would be the nominal diameter for such low-profile structures. In 1929 Emerson Greenman of the Ohio History Connection investigated two mounds of the group he named Rockhold Mounds 1 and 2 in reference to the land owner, Perry Rockhold. Greenman found that both mounds contained burials accompanied by artifacts made from copper, mica and galena, considered diagnostic of the Hopewell Culture (100 BC - AD 400), indicating that the Hopewell constructed these mounds and likely the entire mound group. A third mound was investigated by a private individual in the 1940s and produced similar results. A field survey of the site was conducted in 1973 and it was noted that at that time the fourth mound measured approximately 12 inches high by 106 feet north-south and 87 feet east-west, and was covered with coarse brush. It was further noted that overall the mound appeared flattened and spread out from plowing with approximately two-thirds of what might have been its original structure still intact.
